The usage tracking setting has nothing to do with ip addresses.
Opting into usage tracking allows us (the plugin authors) to be able to collect some limited information about your site (like the theme you use types of plugins you use,etc) so we can identify combinations of things like popular plugins that we need to test MonsterInsights against.
To anonymize ip addresses sent to Google, you just need to check the box for it as indicated here https://www.monsterinsights.com/docs/how-to-anonymize-ip-addresses-in-google-analytics/
