WooCommerce – Ordering system

I’d like my customers to be able to use my webshop in the following way:
they indicate which products they want –> they put it in their basket –> eventually they click on ‘get offer’ to demand an offer from my side.
In turn, I can send them an e-mail with an offer for the products they’d like to order.
Does anyone know a proper plug-in to do so?
